On July 26, 2026, the 53rd meeting of the Data Privacy Subgroup under the Digital Economy Steering Group of Asia-Pacific Economic Cooperation (APEC DESG-DPS) was held in Chengdu. Mr. Xian Tao, Executive Secretary-General of the World Trustmark and Trade Alliance (WTA), and Dr. Wang Qinglan, Vice Chair of WTA’s TTE Steering Committee, attended the meeting and delivered the first public presentation on the “One Assessment, Multiple Trust” cooperation mechanism and the China-Singapore case study. The presentation drew strong interest from participating delegates.
The mechanism uses the Trust Mark as its core instrument and aims to establish a cross-border data compliance and mutual recognition mechanism based on “one assessment, multiple trust.” It is designed to respect the regulatory sovereignty of each economy while improving compliance efficiency and safeguarding data security. Built on WTA’s previously proposed “three-layer certification system,” the mechanism is being gradually applied to different domains, including organizations, products, and data.
As the first practical application of this mechanism, the China-Singapore cooperation case was a key focus of the presentation. On the Singapore side, the Asian Business Law Institute (ABLI) played a pivotal role in research and pathway design for Singapore’s Data Protection Trustmark (DPTM) and the APEC Cross-Border Privacy Rules (CBPR) System. On the Chinese side, the Shenzhen Data Exchange, as a key partner, led research and alignment work on China’s personal information protection compliance audit.
In September 2025, during the Second China-Singapore Digital Policy Dialogue, the two sides jointly released the China-Singapore Data Compliance Guide, laying the groundwork for bilateral trust under the “One Assessment, Multiple Trust Recognitions” mechanism. Since then, both sides have continued to advance practical deliverables, including the Personal Information Protection Guide and the “One Assessment, Dual Trust” Service Guide, forming a complete system spanning standards and services.
WTA seeks to build a “bridge of trust” within existing regulatory frameworks. The Trust Mark is not a mandatory certification, but a voluntary, market-based endorsement of credibility. It makes compliance more visible, comparable, and easier to recognize across different frameworks. Our goal is not to “unify standards,” but to “enable cross-recognition of standards.” On the basis of fully respecting each economy’s regulatory policies and autonomy, WTA aims to promote mutual recognition through market mechanisms. This represents a sustainable model for regional cooperation.
As a global digital trade facilitation organization driven by Trust Marks, WTA has brought together 37 trust mark operators from 30 economies and has been an APEC partner since 2012. WTA will continue to promote a new paradigm of open, inclusive, and trusted cross-border data flows, supporting deeper economic integration across the APEC region.

该机制以信赖标章(Trust Mark)为核心载体,旨在构建一套尊重各经济体监管主权、兼顾合规效率与数据安全的”一次评估、多重信赖”跨境数据合规互信机制。它建立在WTA此前提出的”三层认证体系”基础上,逐步应用到主体、产品、数据等类型。
作为该机制的首个落地案例,中新合作实践在本次会议上得到重点展示。 新加坡方面,the Asian Business Law Institute(ABLI)发挥关键作用,深入参与了新加坡DPTM(数据保护信任标志)及CBPR(跨境隐私规则)的研究与路径设计;中国方面,深圳数据交易所作为重要合作伙伴,牵头开展中国个人信息保护合规审计的研究与对接工作。2025年9月,在第二次中国—新加坡数字政策对话上,双方联合发布《中国—新加坡数据合规指引》,为”一评多信赖”机制奠定了双边互信基础。此后,双方持续推进务实成果,包括《个人信息保护指南》及《”一评双信赖”服务指引》等,形成从标准到服务的完整体系。
WTA希望在现有监管框架下,搭建一座”信任桥梁”,信赖标章不是强制认证,而是自愿选择的市场化信用背书,它让合规变得可感知、可比较、可互认。我们的目标不是”统一标准”,而是”互认标准”。在充分尊重各国监管政策和自主权的前提下,通过市场机制推动互认,这是可持续的区域合作模式探索。 作为全球性的以”信赖标章”为核心驱动的数字贸易促进组织,目前已汇聚了来自30个经济体的37家信任标志运营机构,自2012年起我们就是APEC的合作伙伴。WTA将持续推动建立开放、包容、互信的数据跨境流动新范式,助力APEC区域经济一体化迈向更高水平。我们的信念始终很简单:信任是数字贸易的基石。
