China’s First Data Compliance Credit System Standard Launched with “DCTM Trust Mark”

(14 October 2026) – China’s first standard focused on “subject-based data compliance credit system evaluation,” the Requirements for the Construction of a Data Compliance Credit System, has been officially released and implemented, according to Bay Area Credit. The standard was drafted under the leadership of Shenzhen Data Exchange Co., Ltd. and is managed by the Shenzhen Credit Promotion Association, with participation from Peking University Shenzhen Graduate School, the Hubei Provincial Meteorological Bureau, China Resources Gas Holdings, several law firms, and other institutions.

The launch marks a shift in data element market governance from the traditional “transaction-by-transaction review” model toward a “subject compliance credit system evaluation” model. The accompanying Data Compliance Trust Mark (DCTM) system addresses two industry pain points: the high cost of requiring enterprises to prove the compliance of every individual data transaction, and the inability of capability-maturity evaluations alone to reflect market entities’ good-faith performance in actual operations.

The DCTM system features two tiers of marks. The DCTM Integrity Commitment Mark is a self-declaration mark obtained after an organization signs a data compliance credit commitment and declares compliance. The DCTM Credit Evaluation Mark is a certification-type mark awarded after assessment by an evaluation agency under a five-level system ranging from A (institutional start) to AAAAA (industry benchmark).

The standard introduces four innovations: a shift from reviewing results to reviewing mechanisms such as data source compliance and content screening; a “compliance + credit” dual-driven model that adds a good-faith performance and credit performance module at each level; a five-level stepped evaluation system adaptable to entities of different sizes and compliance foundations; and a dynamic downgrade mechanism allowing restrictions, suspension, or downgrading for organizations with repeated violations in cybersecurity, data security, or personal information protection.

The framework is described as highly extensible and is positioned as a methodological reference for credit governance across data element markets. The Meteorological Data Management Measures, issued in September 2026 and effective November 1, 2026, explicitly calls for a social credit system and compliance mechanism for the meteorological data market, and the standard’s subject-evaluation approach is presented as an implementable path for such emerging data fields.

The organizers are inviting data element market entities, data trading service institutions, and compliance assessment agencies to participate in standard implementation, which will include interpretation training, system construction coaching, and level evaluation docking.

GBA ASEAN E-Commerce Carnival 2026 Launches Merchant Recruitment to Fast-Track Greater Bay Area Brands into Southeast Asia

(8 October 2026) The Hong Kong Federation of E-Commerce (HKFEC), alongside regional partner associations, has officially launched merchant recruitment for the GBA ASEAN E-Commerce Carnival 2026. Designed specifically for Greater Bay Area (GBA) brand owners, manufacturers, and export producers, the initiative aims to simplify cross-border expansion by eliminating the traditional cost barriers, approval delays, and logistical complexities associated with entering Southeast Asian markets.

Scheduled to capture peak retail demand from Q4 2026 through Q1 2027, the campaign aligns with major shopping events such as 11.11, the 12.12 Grand Sale, and the Lunar New Year shopping rush. Participating sellers will bypass individual store approval processes by launching under unified Official GBA Dedicated Storefront Pages across top regional platforms like Shopee, Lazada, and TikTok Shop. Additionally, the program offers a robust omnichannel approach, combining native live-streaming commerce, localized short-video viral campaigns, and physical sample showcases at the Kuala Lumpur Convention Centre (KLCC) Expo equipped with instant QR-code purchasing.

Backed by institutional heavyweights including the Guangdong E-Commerce Association, the Macau Live Streaming Association, and regional trade bodies in Thailand and Malaysia, the program provides turnkey fulfillment infrastructure through established warehousing centers. Due to strict category quotas and operational reviews, merchant slots are limited. Interested enterprises can submit their applications and review the prospectus through the official HKFEC platform.
